THE HONGKONG PETITION.-The Hon. T. h. Whitehead, member of the Legislative Council of Hong- kong, had a long interview with Lord Ripon at the Colonial Office, Downing-street, on Saturday. The object was to discuss the Hongkong grievances. It is understood that the Secretary of State for the Colonies has agreed to place one or two non-official members on the Executive Council, and is further favourably con- sidering the question of adding two unofficial members to the Legislative Council, If decided on, this will make the number of official and non-official members equal, and the Governor will have the casting vote.
